Those wacky Moonies have just released a "constitution" which outlines how the world will be governed once they take it over. Good luck with that.

Here is a very interesting video of British member Robert Haines sharing his opinion of the constitution, which at one point he labels "a tyrant's constitution". Right on, Robert. Robert makes some excellent points about the dangers of believing one person/group to be the sole authorities on God's will. Why on earth is he still a Moonie?

Preamble
The Nation of Cosmic Peace and Unity (hereafter ďCheon Il GukĒ) is the world where all humanity, both in the physical and the spiritual worlds, lives in attendance to God as their parent, under the ideal of ďOne Family under God.Ē God envisioned Cheon Il Guk when He created men, women and all things at the beginning of time, but His dream was left unfulfilled due to the Fall of the first human ancestors. Therefore, despite the pain and sorrow in His heart, He has been leading the providence of restoration.

After passing through the greatly extended providential history of restoration, God sent the Reverend Sun Myung Moon and Dr. Hak Ja Ha n Moon to the earth as the Savior, Messiah, Returning Lord and True Parents of Heaven, Earth, and Humankind. Rev. Sun Myung Moon and Dr. Hak Ja Han Moon, the True Parents, discovered the lost Word of God and proclaimed it to the whole world. They fulfilled the ideal of all religions and bequeathed to us Godís true love, true life and true lineage after bringing them to the level of cosmic settlement. True Parents' course has been a treasure house of victories achieved in heaven and on earth through unfathomable sacrificial indemnity and devotion; as such it is the model of life that all people should follow.

The True Parents have attained complete and final unity, equality of position, and equal authority. Having perfected, completed and concluded their mission and attained the status of the eternal King and Queen of Peace of Cheon Il Guk, on the thirteenth day of the first month by the heavenly calendar in the founding year of Cheon Il Guk, they proclaimed Foundation Day, the beginning of Cheon Il Guk in substance.

This Constitution is enacted to establish the laws, principles and guidelines that will serve all the people of Cheon Il Guk and guide them so that they may embody the Word, which True Parents have revealed throughout their lives, and establish the structure of life, of family, of national churches, and of the global church, in order to bring about the firm establishment and completion of Cheon Il Guk.

While attending God and True Parents, we pursue a peaceful world through ideal families amid the blossoming of the culture of heart based on true love that goes beyond the walls of religions, national borders, gender, and race, and we aim at consensus in harmony among all people.
Under the blessing of True Parents, Cheon Il Guk hereby declares this Cheon Il Guk Constitution in front of all humankind and the entire cosmos on this 13th day of the first month of the second year of Cheon Il Guk by the heavenly calendar.
 

Family Pledge
1. Our family, the owner of Cheon Il Guk, pledges to seek our original homeland and build the Kingdom of God on earth and in heaven, the original ideal of creation, by centering on true love.

2. Our family, the owner of Cheon Il Guk, pledges to represent and become central to heaven and earth by attending the Heavenly Parent and True Parents; we pledge to perfect the dutiful family way of filial sons and daughters in our family, patriots in our nation, saints in the world, and divine sons and daughters in heaven and on earth, by centering on true love.

3. Our family, the owner of Cheon Il Guk, pledges to perfect the Four Great Realms of Heart, the Three Great Kingships and the Realm of the Royal Family, by centering on true love.

4. Our family, the owner of Cheon Il Guk, pledges to build the universal family encompassing heaven and earth, which is the Heavenly Parentís ideal of creation, and perfect the world of freedom, peace, unity and happiness, by centering on true love.

5. Our family, the owner of Cheon Il Guk, pledges to strive every day to advance the unification of the spirit world and the physical world as subject and object partners, by centering on true love.

6. Our family, the owner of Cheon Il Guk, pledges to become a family that moves heavenly fortune by embodying the Heavenly Parent and True Parents, and to perfect a family that conveys Heaven's blessing to our community, by centering on true love.

7. Our family, the owner of Cheon Il Guk, pledges, through living for the sake of others, to perfect the world based on the culture of heart, which is rooted in the original lineage, by centering on true love.

8. Our family, the owner of Cheon Il Guk, pledges, having entered the Era of Cheon Il Guk, to achieve the ideal of God and human beings united in love through absolute faith, absolute love and absolute obedience, and to perfect the realm of liberation and complete freedom in the Kingdom of God on earth and in heaven, by centering on true love.
 
CHAPTER 1:
GENERAL PROVISIONS
Section 1: God
Article 1: God
1. God is the Creator of the cosmos (the heavenly and earthly realms).
2. God, as the Heavenly Parent, is the original essence of heart.
3. God is the Lord of heaven and earth who through true love and His Word presides over, and carries out His providence in, the world of creation.

Article 2: God and Humankind
1. God is the incorporeal True Parent and stands in a parent-child relationship with humankind.
2. God wishes for human beings to complete the Three Great Blessings: the perfection of character as individuals, the perfection of the family, and the perfection of dominion.
3. God wishes for all people to inherit Godís true love, true life and true lineage and to unite in love with God, thereby becoming Godís object partners in substance.
4. God has carried out the providence of restoration in order to save humankind, which has lost its original value as envisioned at the time of creation.

Article 3: God and Cheon Il Guk
God establishes Cheon Il Guk through the True Parents and the citizens of Cheon Il Guk.

Section 2: The True Parents
Article 4: The True Parents
1. The True Parents are the original ancestors of humankind as the perfected embodiment of God, who have achieved oneness in heart, oneness in body, oneness in thought, and oneness in their core essence.
2. True Parents have cosmic value and stature that is absolute, unique, unchanging and eternal.
3. True Parents are carrying out, throughout heaven and earth, the spiritual work for the rebirth, resurrection and eternal life of all people, through true love.

Article 5: The True Parents and Cheon Il Guk
The True Parents are the eternal King and Queen of Peace of Cheon Il Guk who have perfected, completed, and concluded all aspects of their mission.

Article 6: Powers Related to the Management of Cheon Il Guk
1. True Parents have final decision-making authority over the management of Cheon Il Guk. 
2. True Parents may, when necessary, delegate their authority in matters of management, within a limited scope.

Article 7: Powers Related to the Blessing of Marriage
1. True Parents have sole authority for Blessed Marriage.
2. True Parents may, when necessary, delegate their authority over Blessed Marriage, within a limited scope.

Section 3: Cheon Il Guk
Article 8: Cheon Il Guk
1. Cheon Il Guk is a world that actualizes Godís peaceful ideal world freedom, peace, unity and happiness with God and True Parents at its center.
2. Cheon Il Guk is composed of sovereignty, people, and territory, the basic elements of a peaceful ideal world.
3. Cheon Il Guk is realized through the perfection of the ideal of blessed families.

Article 9: Fundamental Principles
Cheon Il Guk is based on the principles of interdependence, mutual prosperity and universally shared values.

Article 10: Sovereignty of Cheon Il Guk
1. The sovereignty of Cheon Il Guk for the peaceful ideal world comes from God and True Parents.
2. The sovereignty of Cheon Il Guk for the peaceful ideal world is actualized through the Citizens of Cheon Il Guk.

Article 11: Territory
Cheon Il Gukís territory is the cosmos, which encompasses both the physical and spiritual worlds, where Godís peaceful ideal world is realized.

Article 12: Duties
Cheon Il Guk must establish and carry out policies for the advancement of the welfare and rights of the Citizens of Cheon Il Guk.

Article 13: The Source of Law
Godís true love and True Parentsí words provide the foundation for the laws in Cheon Il Guk.

Article 14: Basic Scripture
Cheon Il Gukís basic scriptures are Cheon Seong Gyeong, Cham Bumo Gyeong, and Pyeong Hwa Gyeong.

Article 15: Public Assets
1. The citizens of Cheon Il Guk voluntarily make donations or offerings for the providence of Cheon Il Guk.
2. Cheon Il Gukís public assets are the tangible and intangible assets made for the providence of God and True Parents, and the tangible and intangible assets offered by the citizens of Cheon Il Guk.
3. Any changes in matters pertaining to public assets of Cheon Il Guk must comply with the laws of the nation in which the asset in question is located, and require the advance approval of True Parents and that nationís national leader.

Article 16: Official Language
The official language of Cheon Il Guk is Korean, which is the language of God's homeland.

Article 17: National Flag, National Anthem, National Bird, and National Flower
Cheon Il Gukís national flag is the Flag of Cheon Il Guk, its national anthem is the Song of Cheon Il Guk, its national bird is the crane, and its national flowers are the rose and the lily.

Article 18: The World Headquarters
The seat of the World Headquarters of Cheon Il Guk is to be Cheon Jeong Gung in the Republic of Korea, which is Godís homeland and hometown.
 

CHAPTER 2:
CITIZENS OF CHEON IL GUK
Section 1: Citizens of Cheon Il Guk
Article 19: The Citizens of Cheon Il Guk
1. Citizens of Cheon Il Guk are defined as those who attend God and True Parents and follow True Parentsí teachings.
2.  Matters pertaining to the qualifications of a citizen of Cheon Il Guk shall be prescribed by law.

Article 20: Rights
1. Citizens of Cheon Il Guk are equal before the law, and there shall be no discrimination on account of gender, age, social status, property ownership, or race.
2. Citizens of Cheon Il Guk have the right to hold elections and to be elected under the terms prescribed by law.
3. Citizens of Cheon Il Guk have the right to submit petitions to any agency related with Cheon Il Guk under the conditions prescribed by law.
4. Citizens of Cheon Il Guk have the right to court hearings in accordance with the law, under judges qualified under the Constitution and the law.
5. Citizens of Cheon Il Guk have the right to education for perfecting the Three Great Blessings.
6. Citizens of Cheon Il Guk have the right to become public officials.
7. Citizens of Cheon Il Guk have the right to become Hoondok Home Church Leaders and Tribal Messiahs.
8. The basic freedom and rights of citizens of Cheon Il Guk are not to be neglected simply on the grounds that they are not enumerated in the Constitution.
9. In cases where it is required, the rights of Cheon Il Guk citizens may be constrained by law for the sake of the firm establishment and completion of Cheon Il Guk.

Article 21: Duties
1. Citizens of Cheon Il Guk must not lose the pure lineage of heaven.
2. Citizens of Cheon Il Guk must not violate one anotherís heart or their human rights.
3. Citizens of Cheon Il Guk must not misuse public funds.
4. Citizens of Cheon Il Guk should read, practice, disseminate and educate through True Parentsí words.
5. Citizens of Cheon Il Guk should serve as Hoondok family leaders and tribal messiahs for the sake of the substantial establishment and completion of Cheon Il Guk.

Article 22: Public Officials
1. Public officials of Cheon Il Guk must maintain a standard of faith, character and professionalism in carrying out public duties for the sake of the substantial establishment and completion of Cheon Il Guk.
2. A public official of Cheon Il Guk shall be disqualified in the event that he or she fails to demonstrate the character befitting a public official, or fails to carry out his or her public duties.
3. Matters related to the qualification and disqualification of public officials shall be prescribed by law.

Article 23: Forfeiture and Recovery of Rights
1. Some or all of the rights of a Cheon Il Guk citizen shall be forfeited in the event that he or she is found to have committed any of the following:
(1) An act disavowing God and True Parents.
(2) An act disavowing the identity and ideology of Cheon Il Guk.
(3) An act disavowing the Cheon Il Guk Constitution.
(4) An act that hinders the substantial establishment and completion of Cheon Il Guk.
2. Matters related to the forfeiture and recovery of a Cheon Il Guk citizen's rights shall be prescribed by law.

Section 2: True Parentsí Family and Blessed Families
Article 24: True Parentsí Family
1. True Parentsí family is defined as True Parentsí direct descendants and their spouses.
2. The value of members of True Parentsí family is legitimized through their relationship of absolute faith, absolute love, and absolute obedience with True Parents.

Article 25: Duties of True Parentsí Family Members
1. To inherit True Parentsí tradition, members of True Parents' family must lead a life of attendance to True Parents. 
2. Members of True Parentsí family must maintain exemplary character, and pursue a life that is in accordance with True Parentsí teachings.

Article 26: Blessed Families
1. A blessed family is comprised of a husband and wife and their direct descendants who, through the Blessed Marriage bestowed on that husband and wife by the Savior, Messiah and True Parents of Humankind, have had their original sin cleansed and have been reborn.
2. Blessed families are all constituent members of the great cosmic family centered on God and True Parents.
3. Matters concerning the qualifications of a blessed family, and the loss and restoration of those qualifications, shall be prescribed by law.

Article 27: Duties of Blessed Families
1. Blessed families inherit True Parentsí lineage, and in order to uphold this, must live a life of attendance.
2. Blessed families must have exemplary character and pursue a life of absolute faith, absolute love, and absolute obedience in accordance with True Parentsí teachings.
3. Blessed families must respect and protect True Parentsí family.


CHAPTER 3:
THE CHEON IL GUK SUPREME COUNCIL
Article 28: The Supreme Decision-making Organ
The supreme decision-making organ of Cheon Il Guk shall be the Cheon Il Guk Supreme Council.

Article 29: Composition of the Cheon Il Guk Supreme Council
1. The Cheon Il Guk Supreme Council shall be composed of thirteen (13) members.
2. These members shall comprise one (1) Chairperson, one (1) Vice Chairperson, and eleven (11) ex officio, assigned or elected members.

Article 30: Chairperson and Vice Chairperson
1. The Chairperson shall be appointed by True Parents from among True Parentsí family members, and shall concurrently serve as the World President of the Cheon Jeong Won (Cheon Il Guk Government).
2. The Vice Chairperson shall be appointed by True Parents, and shall carry out the Chairperson's duties when the Chairperson cannot perform those duties for unavoidable reasons, or when the Chairperson entrusts the Vice Chairperson with his or her authority.
3. The Chairperson and Vice Chairperson may be dismissed by those who appointed them, as prescribed by law.
4. The Chairperson and Vice Chairperson shall offer their services without financial compensation.

Article 31: Members
1. Ex officio members shall include the Speaker of the Cheon Wi Won (Cheon Il Guk National Assembly), the Chief Justice of the Cheon Beob Won (Cheon Il Guk Court), the Chairperson of the Cheon Jae Won (Cheon Il Guk Foundation), and the Chairperson of the Cheon Gong Won (Cheon Il Guk Media Committee).
2. True Parents will designate the assigned members.
3. True Parents will make these appointments from among candidates elected by the Cheon Wi Won.
4. Members of the Cheon Il Guk Supreme Council shall not be dismissed during their term of office unless they are dismissed by those who appointed them, as prescribed by law.
5. Members of the Cheon Il Guk Supreme Council shall offer their services without financial compensation.

Article 32: Term of Office
1. The term of office for the Chairperson shall be seven (7) years and he or she may be reappointed.
2. The term of office for the Vice Chairperson and members shall be four (4) years, and they may be reappointed. However, they may not remain in office for more than twelve (12) years in total.

Article 33: Matters for Deliberation and Resolution
The Cheon Il Guk Supreme Council shall deliberate and decide on matters to do with the following:
(1) Matters related to carrying out True Parents' directions
(2) Matters related to the identity and basic principles of Cheon Il Guk
(3) Matters related to the rights, duties and faith of Cheon Il Guk citizens
(4) Matters submitted by each organization. 
(5) Matters related to amending the Cheon Il Guk Constitution
(6) Matters otherwise prescribed by the Constitution and laws

Article 34: Resolutions 
1. All matters submitted to the Cheon Il Guk Supreme Council shall, in principle, be resolved by unanimous decision of the current members including the Chairperson and the Vice Chairperson. 
2. If a unanimous decision cannot be achieved due to unavoidable circumstances, a matter may be resolved by the approval of three-quarters of the current members, including the Chairperson and the Vice Chairperson.
3. Other matters pertaining to the method of passing resolutions shall be prescribed by law.

Article 35: Implementing and Managing Resolutions
1. Matters decided by a vote of the Cheon Il Guk Supreme Council shall be implemented only after True Parents' approval is obtained.
2. Detailed matters pertaining to other operations of the Cheon Il Guk Supreme Council shall be prescribed by law.

Article 36: Vicarious Exercise of Powers
Centered on the Chairperson, the Cheon Il Guk Supreme Council shall vicariously exercise True Parents' authority as prescribed by the Constitution and law, in the event of True Parents' death, complete incapacity, or transfer of authority.

CHAPTER 4:
THE CHEON JEONG WON
(THE CHEON IL GUK GOVERNMENT)
Section 1: The Cheon Jeong Won

Article 37: Executive Powers
The executive power of Cheon Il Guk shall be vested in the Cheon Jeong Won

Article 38: The Administrative Agencies
1. The Cheon Jeong Won (The Cheon Il Guk Government) shall install and operate administrative agencies necessary for the systematic and efficient execution of administrative affairs.
2. All matters related to the installation and operation of administrative agencies shall be prescribed by law.

Article 39: Advisory Organizations
1. The Cheon Jeong Won may establish advisory organizations under its authority as necessary to perform its functions.
2. Matters pertaining to the installation and management of advisory organizations shall be prescribed by law.

Article 40: Scope of Activities
1. The Cheon Jeong Won shall establish and carry out policies for the firm establishment and completion of Cheon Il Guk.
2. The Cheon Jeong Won will take responsibility for all work pertaining to missions and welfare projects.

Section 2: The World President and the World Vice President
Article 41: The World President
1. The World President, as the head of the Cheon Jeong Won (The Cheon Il Guk Government), shall direct and oversee all providential organizations, administrative agencies, and advisory organizations as prescribed by law.
2. The World President shall be appointed or dismissed by True Parents according to the Constitution and as prescribed by law. 

Article 42: The World Vice President
1. As second in command of the Cheon Jeong Won, the World Vice President shall carry out the World President's duties when the World President cannot perform those duties for unavoidable reasons, or when the World President entrusts the World Vice President with his or her authority.
2. The World Vice President shall be appointed or dismissed by True Parents according to the Constitution and as prescribed by law. 
3. The duties and authority of the World Vice President shall be prescribed by law.

Article 43: Term of Office
1. The term of office for the World President shall be seven (7) years and he or she may be reappointed.
2. The term of office for the World Vice President shall be four (4) years, and he or she may be reappointed. However, he or she may not remain in office for more than twelve (12) years in total.

Section 3: Providential Organizations
Article 44: Providential Organizations
1. The Cheon Jeong Won (The Cheon Il Guk Government) operates the providential organizations necessary for the firm and substantial establishment and completion of Cheon Il Guk.
2. All matters related to the establishment, purpose, function, organization and operation of providential organizations shall be prescribed by law.

Article 45: The Heads of Providential Organizations
1. The heads of providential organizations shall be appointed by True Parents on the recommendation of the Cheon Il Guk Supreme Council.
2. The heads of providential organizations may be dismissed by those who appointed them, as prescribed by law.

Article 46: Term of Office for the Heads of Providential Organizations
The term of office for the heads of providential organizations shall be four (4) years, and they may be reappointed. However, they may not remain in office for more than twelve (12) years in total.


CHAPTER 5:
THE CHEON WI WON
(THE CHEON IL GUK NATIONAL ASSEMBLY)
Article 47: Legislative Powers
The legislative powers of Cheon Il Guk shall be vested in the Cheon Wi Won (Cheon Il Guk National Assembly).

Article 48: Composition
1. The Cheon Wi Won shall be composed of a Chairperson, a Vice Chairperson, ex officio members, elected members, and tribal messiah members.
2. The number of Cheon Wi Won members shall be prescribed by law, but the number shall not be more than 210, including the Chairperson and the Vice Chairperson.

Article 49: The Chairperson and Vice Chairperson
1. There will be one (1) Chairperson and two (2) Vice Chairpersons. The Vice Chairpersons shall comprise one man and one woman.
2. The Chairperson and Vice Chairpersons must satisfy the qualifications as prescribed by law.
3. True Parents shall appoint the Chairperson from among qualified candidates, as prescribed by law. 
4. The Vice Chairpersons shall be appointed by the Chairperson from among candidates nominated by at least one-quarter of the serving members.
The Chairperson and the Vice Chairpersons shall not be dismissed during their terms of office except by those who appointed them, as prescribed by law.

Article 50: Members
1. Ex officio members shall comprise national messiahs for each nation and representatives among national leaders.
2. The method of election and the qualifications of ex officio members and elected members shall be prescribed by law.
3. Tribal messiah members shall comprise those tribal messiahs who satisfy the qualifications prescribed by law.

Article 51: Term of Office
1. The term of office for the Chairperson and Vice Chairpersons shall be four (4) years, and they may be reappointed. However, they may not remain in office for more than twelve (12) years in total.
2. The term of office for members shall be (4) years, and they may be reappointed.

Article 52: Regular Sessions and Provisional Sessions
1. The Cheon Wi Won Chairperson shall convene regular sessions of the National Assembly, and provisional sessions as required.
2. A regular session of the National Assembly shall be convened twice each year, on Foundation Day and the Anniversary of True Fatherís Ascension.
3. A provisional session of the National Assembly shall be convened in the following instances:
(1) In the case of a request by True Parents
(2) In the case of a request by the Cheon Il Guk Supreme Council
(3) In the case of a request by at least fifty percent of the members of the Cheon Wi Won

Article 53: Quorum
The attendance of at least fifty percent of the total members shall be necessary to convene a session of the Cheon Wi Won (Cheon Il Guk National Assembly), and the approval of two-thirds or more of the members present shall be necessary for the National Assembly to make a binding decision.

Article 54: Submission and Finalization of Legislative Bills
1. Members of the Cheon Wi Won (the Cheon Il Guk National Assembly) and the Cheon Jeong Won (the Cheon Il Guk Government) may submit legislative bills.
2. Legislative bills passed in the Cheon Wi Won shall be confirmed through the approval of True Parents.

Article 55: Deliberating and Finalizing the Budget Bill
1. The Cheon Wi Won shall deliberate upon and approve the Cheon Il Guk budget and project proposals.
2. Budgets and business plans that are passed in the Cheon Wi Won shall come into force upon the approval of True Parents.

Article 56: Powers of Inspection
1. The Cheon Wi Won may investigate specific matters concerning the Cheon Jeong Won (Cheon Il Guk Government), the Cheon Beob Won (Cheon Il Guk Court), the Cheon Jae Won (Cheon Il Guk Foundation), and the Cheon Gong Won (Cheon Il Guk Media Committee), and may demand the production of documents directly related thereto, the appearance of a witness in person, or the furnishing of statements of opinion.
2. Procedures and other matters related to investigations will be prescribed by law.

Article 57: Review of Qualifications and Disciplinary Actions
1. The Cheon Wi Won may review the qualifications of its members and may take disciplinary action in relation to its members.
2. Matters related to the review of the qualifications of its members and disciplinary action shall be prescribed by law.

Article 58: Right of Impeachment
1. In the event that a public official has violated the Constitution or other laws in the performance of official duties, the Cheon Wi Won may pass a motion for his or her impeachment.
2. The method and proceedings for a motion for impeachment shall be prescribed by law.


CHAPTER 6:
THE CHEON BEOB WON
(THE CHEON IL GUK COURT)
Article 59: Judicial Powers
The judicial powers of Cheon Il Guk shall be vested in the Cheon Beob Won (the Cheon Il Guk Court).

Article 60: Composition
The Cheon Beob Won shall comprise one (1) Chief Justice and eight (8) judges.

Article 61: The Chief Justice and the Judges
1. The Chief Justice and the judges of the Cheon Beob Won shall satisfy qualifications prescribed by law.
2. True Parents shall appoint the Chief Justice from among qualified candidates, as prescribed by law.
3. The judges shall be appointed by True Parents on the recommendation of the Cheon Il Guk Supreme Council.
4. The Chief Justice and judges shall not be dismissed during their terms of office unless they are dismissed by those who appointed them, as prescribed by law.

Article 62: Term of Office
The term of office for the Chief Justice and for judges shall be four (4) years, and they may be reappointed. However, they may not remain in office for more than twelve (12) years in total.

Article 63: Scope of Activities
1. The Cheon Beob Won shall rule on disputes regarding the Constitution and Laws of Cheon Il Guk.
2. The judges shall rule independently according to their conscience and in conformity with Godís true love, True Parentsí teachings, the Constitution, and the law.
3. All other judicial matters and judicial proceedings shall be prescribed by law.



CHAPTER 7:
THE CHEON JAE WON
(THE CHEON IL GUK FOUNDATION)
Article 64: Financial Powers
The financial powers of Cheon Il Guk are vested in the Cheon Jae Won (Cheon Il Guk Foundation).

Article 65: Composition
The Cheon Jae Won (Cheon Il Guk Foundation) shall be composed of nine (9) members: one (1) Chairperson and eight (8) committee members.

Article 66: Chairperson and Committee Members
1. The Cheon Jae Won Chairperson and committee members shall satisfy qualifications, as prescribed by law.
2. True Parents shall appoint the Chairperson from among qualified candidates, as prescribed by law.
3.  True Parents shall appoint the committee members of the Cheon Jae Won on the recommendation of the Cheon Il Guk Supreme Council.
4. The Chairperson and committee members shall not be dismissed during their terms of office unless they are dismissed by those who appointed them, as prescribed by law.

Article 67: Term of Office
The term of office of the Chairperson and committee members shall be four (4) years, and they may be reappointed. However, they may not remain in office for more than twelve (12) years in total.

Article 68: Scope of Activities
1. The Cheon Jae Won shall financially support the operations of all organizations under Cheon Il Guk.
2. The Cheon Jae Won may engage in for-profit and not-for-profit business activities utilizing assets owned by the Foundation.
3. The Cheon Jae Won shall manage the public assets of Cheon Il Guk.
4.  The Cheon Jae Won must receive True Parents' approval in order to dispose of the public assets of Cheon Il Guk.


CHAPTER 8:
THE CHEON GONG WON
(THE CHEON IL GUK MEDIA COMMITTEE)
Article 69: Powers Related to the Media
Powers concerning the procurement of peopleís opinions, media reports, and public relations for the firm and substantial establishment and completion of Cheon Il Guk are vested in the Cheon Gong Won.

Article 70: Composition
The Cheon Gong Won shall comprise one (1) Chairperson and eight (8) committee members.

Article 71: Chairperson and Committee Members
1. The Chairperson and committee members of the Cheon Gong Won shall satisfy the qualifications as prescribed by law.
2. True Parents shall appoint the Chairperson from among qualified candidates, as prescribed by law.
3. True Parents shall appoint the committee members of the Cheon Gong Won on the recommendation of the Cheon Il Guk Supreme Council.
4. The Chairperson and committee members shall not be dismissed during their terms of office unless they are dismissed by those who appointed them, as prescribed by law.

Article 72: Term of Office
The term of office for the Chairperson and for committee members shall be four (4) years, and they may be reappointed. However, they may not remain in office for more than twelve (12) years in total.

Article 73: Scope of Activities
1. The Cheon Gong Won shall be responsible for activities related to news reports, public information, and education for the citizens of Cheon Il Guk.
2. The Cheon Gong Won shall assess public opinion and convey it through the Cheon Il Guk media outlets to the Cheon Jeong Won (Cheon Il Guk Government), the Cheon Wi Won (Cheon Il Guk National Assembly), the Cheon Beob Won (Cheon Il Guk Court), and the Cheon Jae Won (Cheon Il Guk Foundation) and to the citizens of Cheon Il Guk.
3. The Cheon Gong Won may gather public opinion and create an agenda to be submitted to the Cheon Jeong Won (Cheon Il Guk Government), the Cheon Wi Won (Cheon Il Guk National Assembly), the Cheon Beob Won (Cheon Il Guk Court), or the Cheon Jae Won (Cheon Il Guk Foundation)


CHAPTER 9:
REGIONAL CHURCH GOVERNANCE
Section 1: Continental Church Governance
Article 74: Continental Leaders
1. True Parents shall appoint Continental Leaders on the recommendation of the World President.
2. Continental Leaders shall not be dismissed during their terms of office unless they are dismissed by those who appointed them, as prescribed by law.

Article 75: Term of Office
The term of office for Continental Leaders shall be four (4) years, and they may be reappointed. However, they may not remain in office for more than twelve (12) years in total.

Article 76: Powers of the Continental Leaders
The Continental Leaders shall coordinate and cooperate with operations of the churches in the nations on their continent for the firm establishment and completion of Cheon Il Guk.

Article 77: Composition and Management of Organizations
Matters related to the formation and operation of organizations required for continental church governance shall be prescribed by law.

Section 2: National Church Governance
Article 78: National Messiahs
1.  The True Parents shall appoint national messiahs from among qualified candidates, as prescribed by law.
2.  National messiahs may be dismissed by the persons with the authority to appoint, as prescribed by law.
3.  National messiahs will serve as advisors to the national leaders, offering suggestions and responding to questions from the national leaders regarding church governance in the nation.

Article 79: National Leaders
1. Authority to appoint and dismiss national leaders lies with the churches in each nation, with decisions to be finalized after True Parentsí approval.

Article 80: Term of Office for National Leaders
The term of office for national leaders will be four (4) years, unless decided differently in the nation, and they may be reappointed. However, they may not remain in office for more than twelve (12) years in total.

Article 81: Headquarters
1.  The church headquarters of each nation will be responsible for all church work in that nation for the firm establishment and completion of Cheon Il Guk.
2. The church headquarters of each nation shall establish and manage tribal messiah offices for tribal messiah activities.

Article 82: Organization and Operations
1. The organization and operations for national church governance shall conform with the organization and operations of Cheon Il Guk.
2. Matters pertaining to the organization and operations necessary for national church governance shall be prescribed by law.


CHAPTER 10:
ELECTIONS
Article 83: Elections
1. As a general rule, all elections in Cheon Il Guk shall be held through universal, equal, direct and secret ballot, and also by lottery, based on recommendations.
2. Any election in which less than one-third of the total eligible votes are cast shall be invalid.
3. All necessary matters related to elections shall be prescribed by law.

Article 84: The National Election Commission
1. An Election Commission shall be established for the purpose of the fair management of elections such that they manifest the will of God and that of the citizens of Cheon Il Guk. 
2. All necessary matters related to the composition of the National Election Commission and its jurisdiction shall be prescribed by law.

CHAPTER 11:
AMENDMENTS TO THE CONSTITUTION
Article 85: Proposals for Amendments
A proposal to amend the Constitution may be put forth by the Cheon Il Guk Supreme Council, or by at least fifty percent of the current members of the Cheon Wi Won.

Article 86: Notice of Proposed Amendments
The Cheon Il Guk Supreme Council must put proposed amendments to the Constitution before the public for a period of at least thirty (30) days.

Article 87: Decision and Finalization of Proposed Amendments
1. The Cheon Wi Won (Cheon Il Guk National Assembly) must decide upon the proposed amendments within sixty (60) days of the public announcement.
2. The passage of proposed amendments to the Constitution requires the approval of two-thirds or more of the total members of the Cheon Wi Won (Cheon Il Guk National Assembly), and a decision by vote of the Cheon Il Guk Supreme Council.
3. A proposed amendment to the Constitution brought to resolution by the Cheon Wi Won and the Cheon Il Guk Supreme Council shall only be finalized with True Parentsí approval.
 

ADDENDA
Article 1: Date of Entering into Force
This Constitution shall be proclaimed on the 13th day of the first month, in the second year of Cheon Il Guk, and shall enter into force 60 days thereafter.

Article 2: Regulations Previously in Effect
Regulations, various articles of association, and rules in force at the time this Constitution enters into force shall remain valid as long as they are not contrary to this Constitution.

Article 3: Interim Measures Related to Organization
The systems in place at the time this Constitution enters into force shall be augmented based on the following principles:
 (1) A system centered on the pastors shall be supplementary, and by invigorating the tribal messiah system it shall contribute to the creation of Cheon Il Guk based on the home church movement.
(2) Regional headquarters and churches shall concurrently serve and function as places of worship and as cultural centers of the heart for the local community.

Article 4: Interim Measures Related to Agencies and Organizations
1. Should Cheon Il Guk agencies and organizations be unable to perform their tasks for unavoidable reasons at the time this Constitution goes into effect, other organizations or divisions entrusted by True Parents will perform such tasks.
2. The performance of tasks as outlined in Article 4(1) shall be terminated when the Cheon Il Guk organization is capable of performing the said task.

Article 5: Original Version
The original version of this Constitution is the Korean version. Any issues arising over its interpretation must be resolved through strict reference to the original Korean version.
