The following English translation was written by Solidsnake.
I'll start putting together a video with the below translation narrated:

0:35 - 0:41       On October, 29th 2003  in kyungkido, South Korea, a man covered in blood was rushed to hospital in an Ambulance. He was identified as 64 year old Mr Kim.

0:41 - 0:47        His wife says, "he says there were two or three men.  He couldn't really tell because it was dark."

Kim (the victim laying on the bed) says, "I'm sure there were three men."   

0:48 - 0:53  His left facial bone was mangled, and his facial nerves were severely damaged. 

0:54 - 1:02     Doctor on the screen says, " Judging from the injury, I can deduce that the culprits used weapons such as Iron Pipes to assail him with tremendous force and speed.  If those blows had landed directly on his head, he could have been killed."

1:03 -  1:16           (Re-enactment based on the victim's account)  At 10:00 pm, The victim was on his way back home when  several men with baseball bats, and iron pipes jumped in front of his car and began hitting his head.  They appeared to be in their early 30s.

1:17-1:23              The victim says, "I was in shock when they shattered the window of my car.  I said 'who the hell are you people?  What are you doing?'  and then I lost my consciousness."

1:24 - 1:47            The detective in charge of this case asserted that what happened to Mr. Kim wasn't a random crime, but instead was a retaliatory crime. 

1:34  A police spokesman says, "The culprits obtained the license plate numbers of Kim's car, and knew exactly when he was coming home.  They planned this out, and waited for him that night to commit this crime.  This was definitely planned."

1:48 - 2:19      Police reached that conclusion because of a note that the police confiscated from one of the culprits.  The note contained the plate number of Mr. Kim's car, and his profile.  It also contained information that showed they tried to assault Mr. Kim on October, 27th and 28th but failed, and on another page it showed that the assault on Mr. Kim on October 29th was success.   

2:00 There was one thing that these culprits had in common, they all belonged to the religious group know as "JMS" 

2:06 The victim is father of a former JMS member KIM DO HYUNG.   

2:12  KIM DO HYUNG says, "They originally wanted to attack me, but because I was aware of their intentions I was able to elude them for some time.  Because they couldn't locate me, they decided to target my father."

2:19 - 2:30    The assailants were members of JMS, the victim was the father of a former JMS that left JMS.  Why did this assult happen?  the subtitle reads,  "A retaliatory attack against a denunciator .  The events ensued after JMS leader Jung Myung Seok fled the country."

2:31 - 2:51   On March 3rd, 1999 The SBS network reported that JUNG MYUNG SEOK, the president of JMS, sexually assaulted his female followers.   

2:45  A former JMS follower says,  "I was just laying there quietly, when JUNG MYUNG SEOK asked 'Do you know who I am?"  Even though I wasn't sure who he was I told him I knew who he was out of fear.  Subsequently, he requested to have sexual relations with me."

2:52 - 3:03 The JMS religious is well known for having multitudes of young college students as followers.  JMS is a powerful religious group with vast numbers of followers.  According to their own figures, the total number of JMS members is around 150,000.

3:04 - 3:09 A JMS anchor says,  "During our training of mind' President JUNG played in 17 soccer matches, and scored 130 goals."

3:10 - 3:15    JUNG MYUNG SEOK says, "Just because you urinate standing up, you think you are a man? 
To be become a true man you have to do something heroic, like myself."  followed by "Amen" from his followers.

3:16 - 3:18      Jung continues,  We are all made by God, but how come there is so much disparity between you guys and me?

3:19 -  3:25  However, after his sexual transgressions became public, JUNG MYUNG SEOK fled to Southeast Asia under the pretext of missionary work.

3:26 - 3:27  But, his sexual crime continued in overseas. 

3:28 - 3:38  A woman cries oout, "Can't you see the tears of the victim?" 

3:38 -  3:49   AS Jung’s' transgressions became more prevalent and more accusers started to emerge to tell their stories. A number of JMS followers left JMS to form the Anti-JMS group "Exodus" 

3:47  An antijms member says angrily, "I'll chase Jung to hell even if I have to."

3:50 -  4:06   The victim's son KIM DO HYUNG is the president of "Exodus" 

4:01  KIM DO HYUNG says, "How could they commit such an atrocious crime against a man who is over 60 years old? How could they do that to a man who had nothing to do with this?  I can only say they are not human

4:07 - 4:42    Exodus are affirming that these retaliatory crimes occurred due to the arrest of Jung in Hong Kong in 2003. 

4:13 the subtitle says "clover water bay" 

4:15 On July 9th, 2003, members of Exodus finally caught JUNG MYUNG SEOK who was hiding in Hong Kong. They quickly turned JUNG MYUNG SEOK over to the Hong Kong government, and JUNG MYUNG SEOK was arrested for staying in Hong Kong illegally. 

From 4:15 to 4:40 the back ground coversation goes like this,  A member of Exodus says, "Come out"  JUNG says, "Come what out?"  A member of Exodus says, "Come out, you bastard."  After Jung gets out of that little place  He tries to slap the camera and says angrily, "What are you filming? HUH? Why are you filming?" and then he says, "you just touched me!"  A member of Exodus says, "you are the one whose hands are on me.  Hey, just keep filming."

4:43 - 4:49        The subtitle reads "The department of immigration office in Hong Kong"   However, he quickly posted US100,000 dollar bail and subsequently disappeared.

4:50-5:08     A Hong Kong consular representative is doing a phone interview with a SBS reporter.  He says, "He was granted a bail under the condition that he must report to the immigration office on a weekly basis to show that he hasn't run away, but around the time he was about to be sent back to Korea, he never showed up at the immigration office and disappeared."

5:09- 5:28        After JUNG absconded, the members of Exodus said they recieved constant threats of retaliatory action by JMS members.  The members of Exodus are saying that the email threats eventually escalated into retaliatory terrors. 

5:18   The Exodus website forum, the highlighted part is a part of the email that a JMS follower sent to Exodus. "I'm warning you. Don't let me catch any of you guys.  I'm a rational person but I have a tendency to be very volatile. Once I lose it no one can stop me from what I have to do."

 5:25  The translation of the highlighted part (Be careful EXODUS, WATCH YOUR BACK)

5:29-  The producers went to the prison where  the those responsible for assault on KIM DO HYUNG's father are serving their sentences to interview them.  They insisted that it was nothing but an accidental incident. 

5:41- 6:02  The perpetrator of KIM's assault says, "I couldn't tolerate it anymore, so we just decided to have a word with him.  We tried meeting him several times but each time he averted us. We eventually went to his house, but it was an accident....  It's true that I lost my cool, but no one told us to do it, and no one planed this to happen."

6:03- 6:07   However, the problem is this isn't the first time this sort of crime transpired.

6:00-6:14, it talks about the members of JMS trashing the office of antijms (exodus) and attacking the people responsible for arresting JMS in Hong Kong.  The subtitles at 6:00-6:11 read "Former JMS members, Kim young soo, Kim doe hyung attacked.(The first line)  Former JMS member, Choi O O, Park O O attacked."

6:15-6:50   A former Chun Ju city member of JMS named KIM, Hyun Jin describes his ordeal with members of JMS.  He said, "Two JMS members restrained my arms and said, “how dare you speak ill of JUNG MUNG SEOK!” and proceeded to attack my head.  Based on that I'm able to infer that they were either motivated to kill me, or trying to maime me in order to make an example out of it."  His head was severely injured to a point where he needed several stitches on his head.

At 7:00 the highlighted part says, "KILL IF IT"S necessary." this was stated in "MS SAFE GUARD"

6:56-7:33    The "MS Safeguard" and the several discs, which the Korean police confiscated from the perpetrators contained JMS’s antagonistic view toward antijms in Korea, and their elaborate plans to deal with them. 

On one of the discs, they discovered a section called "sal sang boo" which means either the list of assassins or the list of targets. The disc contained personal infomation on members of antijms, accusers of JMS, and even the producers SBS.  The total number of people on that disc is 206.  Information on that disc consists of addresses, phone numbers, work places, family names, etc of the people on the list.


7:33 - 7:50  The court sentenced the culprits who were responsible for the assult to 5 years, and 4 years in Prison.  The subtitles reads, "They are prosecuted for Retaliatory crimes, and injuring a person with deadly weapons etc."  The culprits
Mr KIM  Mr Sun  were sentenced 5 years) 
Misters ANG, KIM and CHO were sentenced 4 years   
The court found that the crimes committed were vindictive and retaliatory crimes.

7:51 - 7:57      Kim YOUNG SOO Former JMS follower says, "All these terrors must stop.  The only way to stop these terrors is to drag JUNG MYUNG SEOK back to Korea and have him prosecuted."

7:58 - 8:05       Currently JUNG is facing..... The subtitle of 8:01(the charges that JMS is facing)

1st line  Fraud (issued by Dae jeun district public prosecutor's office)

2nd line  Unsure something to do with sexual assault

3rd line  embezzlement (Issued by SEOUL district public prosecutor's office)             
4th line  RAPE (Issued by SEOUL district public prosecutor's office) 

JUNG currently has an arrest warrant out for him.

8:06-8:13    It's already been 10 months since JUNG disappeared after he jumped bail in Hong Kong, but his whereabout is utterly unknown.     

8:14- 8:22  JUNG's passport was confiscated in Hong Kong when he was arrested for illegal stay.  He is without his passport.  He is currently an illegal immigrant in Hong Kong.  Where could he feasibly be?

8:23- 8:31 The prosecutors in Korea infer that he is somewhere in Hong Kong.

8:32- 8:42    The prosecutors reached that conclusion after an email by Jung sent to one of the female followers was found to have originated in Hong Kong.

8:42-8:48  JUNG wrote,  "P.S  You miss me right?  Here is a current photo of myself."

8:49-8:56   Our producers contacted JMS to ask his whereabouts, but the organization declined to do participate in interviews.                   

8:57-9:02      Since JUNG is very elusive and hasn’t been arrested, the people on the list "sal sang boo" are cringing in fear.

9:03- 9:09        We interviewed a woman named hee joo, who was called by JUNG MYUNG SEOK to visit him in HONG KONG, only to be sexually assaulted by him. 

9:10-9:28   HEE JOO, Lee (alias) 22 years old/former JMS follower says, "They consider JUNG MYUNG SEOK's actions as secrets of Heaven.  God told JUNG to tell people not to divulge his sexual relations with his female followers, and I assume that they believe they should take care of anyone who speaks about these so called secrets of Heaven.'"

9:31-9:35   HEE JOO stated that before she was sexually assulted by JUNG.  she believed that the reports of JUNG's sexual transgressions were just slanderous lies intended to defame JUNG.

9:36- 9:51     Hee Joo who once believed JUNG so much that she even participated in a protest organized by JMS.  However, now her real name is on the "Sal Sang Boo" for filing charges against JUNG.

9:52- 10:05      Hee JOO says, "We don't want any more victims.  JUNG needs to be arrested as soon as possible and prosecuted.  Right now, we only have victims of his immoral acts, but next time I'm worried that someone might get killed."

10:05- 10:23     These vindictive attacks committed by some of the followers of JMS must be stopped.  (These vindictive terrors are justified by members of JMS because some people are slandering their president.  For slander to be proved, JUNG must be put on trial and cleared of the charges.

10:24- end   It's shocking to learn that JMS followers committed retaliatory crimes just because tpeople filed charges against their President.  Those people that are on the hit list stated fretfully that they don't think they can ever feel safe unless JUNG is arrested.

Oops, I should have done this ages ago...

I just added the embedded video and edited slightly the translation.
I just shortened a few sentences and reworded some phrases to keep them smoother & shorter.

Thanks again Solid Snake, this is important stuff to have available in English 

I'm going to record my narration now, looking forward to putting it together.
